This is documented as Oracle BUG 642267:

Problem statement: LOCK_SGA=TRUE RESULTS IN ORA-27102: OUT OF MEMORY
Fixed in Product Version: 9.2
Workaround: Don't use the parameter

This part is worrying me: "I think this parameter is supposed to be ignored on NT but it gives an 'out of memory' error. Thanks."

Best regards.

In case it helps, I find the lock_sga parameter very useful on my local windows xp 10gR1 database.
