tnsnames protocol adapter error ora - 12560 [message #99781]

I am having a problem creating a database on a windows 2000 server. The software installs without a hitch, but when I try to create an instance to create the database, I get the ora-12560: tnsnames protocol adapter error. I have gone through my listener.ora and tnsnames.ora and they are correct.

Any suggestions?

My error was caused by using terminal session to connect to the Win2000 server. Oracle won't open in a virtual session. I switched to PCAnywhere and the problem went away.
