hi experts , kindly suggest me how can i gain more knowledge on performance tuning as i have to fine tune , lot of long running queries in my database.Do i need to start from Database concepts , then performance tuning guide .

If what you are looking for is SQL Tuning, then attached is the first chapter of my book on SQL Tuning. This is the promotional chapter, but it is the full chapter so you can learn about the FRP method of Cardinality Based Tuning.
