opatch lsinventory happens to be an OS command.
Not an SQL*plus command.

>>Oracle Home is not set. opatch can not proceed.
Set your ORACLE_HOME

In the command prompt

set ORACLE_HOME=yourOraclehome

cd to opatch directory.
opatch lsinventory to list the patches that are already applied.

Directories you posted, as well as opatch.bat suggest it is MS Windows, not Unix. So, which operating system do you use, really?

When working in an OS shell, do not put semi-colons at the end of your commands.
